John is a retired Pennsylvania State Police Lieutenant. During his 26 year career he covered a wide spectrum of assignments. He worked in patrol, criminal investigation, recruitment, community relations and staff services. He served in stations across the Commonwealth including Mercer, New Castle, Bureau of Personnel @ Harrisburg, Franklin, Philadelphia, Erie, Seneca and Hazleton. As a commissioned officer he spent seven years in command positions and retired as the Commanding Officer of the New Castle station.
He spent 22 years in the military in a combination of active duty and reserve service. He held four command positions that spanned sixteen of his 22 year career. He commanded the Army 208th Military Police Company, the Army 307th Military Police Company, the Air Force 910th Security Police Squadron, and the Air Force 76th Aerial Port Squadron. The Aerial Port command included an overseas deployment in support of Desert Storm in 1990-91. He retired as a Lieutenant Colonel.
After retiring from the State Police and the military he spent nine years as Director of Public Safety and Assistant Dean of Student Affairs at Westminster College, New Wilmington Pa. He left that position in December 2007 after being elected as a Mercer County Commissioner. He served eight years as a Commissioner, the last four as Chairman of the Board.
John holds a one year Certification in Law Enforcement from Penn State University, earned a Bachelor’s Degree in Business Administration from Gannon University, and he pursued his Masters studies in Criminal Justice Administration at Edinboro University. He is a graduate of the U.S. Army Leadership School, the U.S. Army Advanced Leadership School, the Air Force Air Command and General Staff College and is a graduate of the Penn State Police Executive Course.
He has served on numerous boards including 2 nursing homes, Mercer County Council of Governments, Mercer County Regional Planning Commission, Community Action Partnership, Conservation District, Neshannock Creek Sewer Authority, Penn Northwest Development Corporation, the Northwest Pennsylvania Economic Development Commission and the Mercer County Prison Board. He is still active on several of the boards.

John Hughes has 35+ years of professional leadership in public administration and corporate maganement. Currently, he specializes in building senior residential, long term care and supportive housing communities.
John began his executive career in the 1970’s as Deputy Director of Catholic Charities for the Diocese of Pittsburgh. He went on to become a founding member and the first national executive director for a Washington, D.C. based public information and news organization for Middle Eastern affairs.
In 1983, he created a multi-million dollar government services contract corporation, serving as president for 10 years. For the past 25 years, he has been the CEO and majority stockholder of Americare Managing Partners, LLC.
John earned his Bachelor and Master of Arts degrees from Gannon University.
